enclosure of the commons, aka privatization

Tony Benn - how the establishment became established
Tony Benn, formerly Anthony Wedgwood Benn, formerly Lord Stansgate, tells it like it is

With no commons, the dispossessed can only beg, steal, or live as serfs. What is called for is the return of the commons in the form of a universal basic income or basic income guarantee (UBI or BIG). Even Friedrich Hayek said that a “flat uniform minimum for everybody” that “can and should be provided outside the market” was the way to go. Hayek’s fans don’t often quote him on that, of course.

Civil government, so far as it is instituted for the security of property, is in reality instituted for the defence of the rich against the poor, or of those who have some property against those who have none at all.
—Adam Smith
